You evaluate the ideas!

With the grades 1 or 2 are proposals graded that are very good or especially desirable, and should have - in your opinion - absolute priority in its realization. With the grades 3 or 4 are proposals and ideas graded, that are not urgent but can be realized if needed. The grades 5 or 6 should be given to proposals that make in your opinion not much sense in their realization. Therewith to proposals which realization you cannot support.
